Sustainable energy policy
Focus on energy efficiency and secure energy supply
Energy efficiency will be a vital issue during the Swedish presidency, particularly in view of ongoing international climate negotiations. Final negotiations on the following proposals are planned during the presidency:
- revision of the energy efficiency in buildings directive,
- revision of the energy products labelling directive, and
- the directive on energy labelling of tyres.
A further aim is to contribute to the Commission’s forthcoming revised energy efficiency action plan through Council debates and seminars.
In the autumn, the Commission is expected to present proposals for a revision of the existing gas supply directive. The presidency aims to facilitate an early agreement with the European Parliament on the revised directive.
International relations
The EU’s international relations and dialogues in the energy sphere are assuming growing importance. Issues to be negotiated include extension of the Energy Community Treaty to Moldova, Ukraine and Turkey and energy cooperation between the EU and Nigeria. The common Baltic Sea Strategy is a Swedish priority and development of the Baltic energy market is an important issue. Strategically important work on the Baltic Energy Market Interconnection Plan will be completed.
Eco-efficient economy
The Swedish presidency will also seek to highlight ways of meeting the climate challenge while strengthening EU competitiveness by focusing on the transition to an eco-efficient European economy. The concept of an eco-efficient economy will be a common theme at informal ministerial meetings on energy, environment and competitiveness. An informal meeting of energy ministers, part of which will also be attended by environment ministers, will be held on 23–24 July in Åre, The keynote theme of the meeting will be the transition to an eco-efficient economy. Of particular concern to the energy ministers will be the development of efficient energy systems. In addition, a high-level conference on efficient bioenergy utilisation, Bioenergy – A Sustainable Resource for an Efficient System Approach, will be held in September.
Renewable energy, air travel and mobile telecommunications
This Council meets at least four times a year. Which ministers meet depends on what topics are on the agenda. These could, for example, be traffic safety, mobile phone roaming charges or EU oil imports. During Sweden’s Presidency, two additional informal meetings will be held, in Åre and in Malmö, for the ministers responsible for energy issues and e government respectively.
